The deputy of the Civil Contract Vilen Gabrielyan submitted the draft law on Making Addenda to the Constitutional Law the Rules of Procedure of the National Assembly authored by him for debate in the second reading. It proposes that if the faction does not nominate a candidate for the vacant position of the Chair of the Standing Committee or his/her Deputy assumed by him/her within the period set by the Rules of Procedure, then the right to nominate a candidate for the given position passes to the faction with the highest coefficient at the beginning of the calculation of the coefficients of the factions.
The deputy of the Civil Contract Faction Hayk Sargsyan submitted the draft law on Making Amendments and Addendum to the Law on Military Service and Serviceman’s Status authored by him for debate in the second reading. According to it, the grounds for exemption from compulsory military service are defined.
According to the RA NA Vice President Hakob Arshakyan, as the key rapporteur Artsvik Minasyan is absent from the hall, pursuant to the NA Rules of Procedure, the debate of the draft is postponed for up to two months.
The Deputy Minister of Economy Arman Khojoyan submitted the draft law on Amending the Law on RA Land Code authored by the Government for debate in the second reading.
The RA Deputy Chairman of the State Revenue Committee (SRC) Artur Manukyan submitted the package of draft laws on Making Addenda to the RA Administrative Procedure Code and the enclosed ones authored by the Government for debate in the second reading. According to the draft, the tax authority can also apply to the administrative court. Cases on receiving confidential information protected by law in banks and other financial organizations on the basis of obligations assumed by the international agreements ratified by the Republic of Armenia for tax purposes.
It was noted that after the first reading the Government presented editorial and technical proposals, which were accepted.
The RA Deputy Chairman of the State Revenue Committee (SRC) Artur Manukyan submitted the package of drafts on Making Addenda and Amendments to the RA Tax Code and on Making Addenda and Amendments to the RA Law on Customs Service authored by the Government for debate in the second reading. It is proposed to carry out the examination of the application-complaints submitted to the Appeals Commission of Tax Authority by written procedure, except for the application-complaints of the appeal of inspection acts adopted as a result of the complex tax audit, the examination of which is conducted by oral procedure.
The RA SRC Deputy Chairman Artur Manukyan submitted the draft law on Making Amendments and Addenda to the RA Tax Code authored by the Government for debate in the second reading.
After the first reading, mainly technical amendments were made to the bills.
The RA SRC Chairman submitted the draft law of the same name on Making Amendments and Addenda to the RA Tax Code for debate in the second reading. According to it, the income tax on interest offered to the public through bank deposit and public offering or received for debt securities allowed to trade in the regulating market is calculated at a rate of 10%.
The co-rapporteur Hovik Aghazaryan presented the endorsements of the Head Committee and urged his colleagues to vote in favor.
The RA Deputy Minister of Justice Yeranuhi Tumanyants submitted the bill on Amending the Law on Securities Market authored by the Government for debate in the second reading.
It should be mentioned that the Head Committees endorsed the initiatives.
