Opportunity to Be Given to Pedagogues Working in the Field of Extracurricular Education to Receive up to 138,000 AMD Through Certification

It is proposed to introduce a related mechanism of professional development and remuneration of employees in the field of extracurricular education, by which pedagogues will get an opportunity to receive an additional payment from the state budget in case of a satisfactory result of the certification. Depending on the result of the certification, the surcharges will be different. In the case of 70-79 percent, an additional payment of 80,600 AMD will be set, without taxes, the pedagogue will receive an additional payment of 60,000 AMD, in the case of 80-89 percent, 111.500 AMD, he will receive 80.000 AMD, and in the case of 90-100 percent, 138.300 AMD, the additional payment without taxes will be 100,000 AMD.

This was stated by the Minister of Education, Science, Culture and Sport Zhanna Andreasyan while presenting the amendments and addenda proposed by the Government to the law on Education at the February 10 sitting. It was mentioned that piano and music theory teachers of music and art schools, trainer-pedagogues of freestyle and Greco-Roman wrestling, sambo and judo will have the opportunity to apply in the first phase. A second phase of certification is also being planned during the year, which will give others an additional opportunity to participate. According to the Minister, from next year the system will have the opportunity to completely apply and participate in the certification.

The aim of extracurricular education is defined, matching it with the criteria of general education and the challenges the system faces. The directions of extracurricular programs and the circle of implementers are defined. The definition of the format and final results of the extracurricular programs is regulated, which will allow to have substantive criteria and a tool for guaranteeing quality services in the field.

"We want to implement and complete the effective and smooth application of this system in 2026-2027, and to give teachers the opportunity to increase their salaries from eight hundred thousand to one million in the second phase," emphasized the Committee Chair of Standing Committee on Science, Education, Culture, Diaspora, Youth and Sport Sisak Gabrielyan in the related report.

The deputy of the National Assembly Lilit Galstyan, noting that a significant part of his proposals were accepted, nevertheless expressed an opinion that partial and temporary solutions were given by the initiative. In her assessment, the most important component of the extracurricular program is the educational upbringing function, while a large part of the educational and upbringing programs was left out of these amendments. She added that our state does not have an extracurricular education and upbringing strategy.

Opposing the MP, the RA Minister of Education, Science, Culture and Sport Zhanna Andreasyan clarified the content of the extracurricular program in the final speech: it is a curriculum that complements the formal educational program developing and improving children's interests, preferences, abilities, level of intellectual development, creative skills, physical abilities, and human capital. “I think that with this wording, your concerns are dispelled,” mentioned the Minister, addressing to Lilit Galstyan. She reminded that the Education Strategy was adopted at the end of last year after a six-year break, which clearly established the approach to extracurricular education as a component of general education.
