National Assembly Begins the Work of the Four-Day Sittings

On April 6, RA National Assembly began the work of the four-day sittings, approving the draft agenda of April 6-8 sittings, as well as the drafts on the addenda and cancellations.

Within the framework of Open Lesson programme a group of senior students of Ararat marz took part at NA sitting.

After approving the agenda the deputies passed by voting the draft laws, which were debated in the previous four-day sittings, after which they continued to debate in the first reading the package of the draft laws On Making Addenda to RA Law on Legal Acts and On Making Addenda to RA Law Rules of Procedure of the National Assembly.

Afterwards, the deputies debated the international Convention On the Struggle Against the Nuclear Terrorist Actions, which was submitted by RA President /with enclosed denial/, which was signed in New York on April 13, 2005.

By 2009, the Convention was signed by 115 states, and it was in force for 54 states. The opinion of RA Constitutional Court was positive. It does not contradict the legislation of the Republic of Armenia and does not cause financial obligations.

Shirak Torosyan presented the endorsement of the NA Standing Committee on Foreign Relations on the Convention.

RA Deputy Minister of Economy Garnik Badalyan presented for debate in the second reading the bill On the Export of the Goods of Double Importance, Their Transit Transportation through the Republic of Armenia, as well as Control Towards Information of Double Importance and Transfer of the Results of Mental Activity with enclosed package. Hermine Naghdalyan endorsed the NA Standing Committee endorsed the package.

Later the parliament debated in the first reading the draft law On Making Addenda and Amendments to RA Law On RA International Treaties and On Amending the RA Law The Rules of Procedure of the National Assembly, which was submitted by the deputies of the ARF faction and was debated in accordance with the NA Rules of Procedure.

Shirak Torosyan presented not the positive conclusion of the NA Standing Committee on Foreign Relations.

The deputies of the ARF and Heritage factions took part in the exchange of opinions and defended the legislative initiative in their speeches.

The member of the NA Heritage faction Larisa Alaverdyan said that the faction will vote for the legislative initiative.

The ARF member Artsvik Minasyan also said that the faction will vote for the legislative initiative, once again noting that the claims made by the government and the political majority were not justified.

The head of the RPA faction Galust Sahakyan said that both the RPA faction and the political coalition will vote against the initiative.

In his final speech the keynote speaker Armen Rustamyan recommended the parliamentary majority to apply to the Constitutional Court to get its comment on the constitutionality of the amendments being proposed.

As RA Minister of Finance Tigran Davtyan presented, the deputies began the debate in the first reading on Making Addendum to RA Law on 2010 State Budget of the Republic of Armenia.

The Chairman of the NA Standing Committee on Financial-Credit and Budgetary Affairs Gagik Minasyan endorsed the draft law, noting that 700-900 mln drams will be allocated from the budget for 3700 veterans of the Great Patriotic War.

The debate of the bill will be continued at April 7 NA sitting.

At the end of the day, according to the Rules of Procedure, the deputies made statements.
