On May 26 the National Assembly continued the work of the four-day sittings. The NA Speaker Hovik Abrahamyan informed the deputies that within the framework of the NA Open Doors program this time senior classes and teachers of a number of schools of Armavir Marz were in the parliament.
Then, according to the law NA Rules of Procedure, the parliament continued the debate the of the NA decision draft law “On Announcing Amnesty on the Occasion of the 20th Anniversary of the Declaration of the RA Independence.”
The keynote speaker, the RA Minister of Justice Hrayr Tovmasyan presented the final version of the document. He noted that while debating the issue of the amnesty the NA deputies presented a number of proposals, part of which have been passed.
Hrayr Tovmasyan presented for completely passing in the third reading the legislative package “On Public Services,” “On Amending the RA Law On Civil Service,”On Amending the RA Criminal Code, and the bill in the second reading and completely “On Maling Amendments and Addenda in the RA Judicial Code.”
The legislative package “On Making Amendments and Addenda to the RA Law ‘On Advertisements’ and “On Making Addendum to the RA Law ‘On Television and Radio’ was also debated for passing in the second reading and completely. It was informed that the proposals presented by the RA NA Speaker Hovik Abrahamyan and the Government had been accepted by the authors.
The package of the bills envisaging amendments in the RA Electoral Code was debated in the third reading and completely.
The parliament by voting passed all the debated issues. The NA draft decision On Announcing Amnesty on the Occasion of the 20th Anniversary of the Declaration of the RA Independence submitted by the RA President’s Proposal was passed with correlation 91 for, nobody and 1 abstained, and the Electoral Code was passed with 75 for and 14 against.
Then the parliament debated the issue “On Approving the Annual Report of the Execution of the RA 2010 State Budget.” The RA Prime Minister Tigran Sargsyan in his speech touched upon the general characteristics and the implemented works.
The Chairman of the NA Standing Committee on Financial-Credit and Budgetary Affairs Gagik Minasyan delivered a speech, noting that a number of positive indices had been recorded during the last year.
The legislative package “On Making Addendum and Amendments to the RA Law On State Service in the RA NA Staff” and “On Making Addenda to the RA Law On Declaration of the Physical Entities’ Property and Incomes” was debated to be passed in the second reading and completely.
The Minister of Labor and Social Affairs Artur Grigoryan submitted the draft law presented by the Government “On Making Amendments and Addenda to the RA Law On State Allowances in the first reading.
The Deputy Chairman of the Central Bank Nerses Yeritzyan presented the package of the bills “On Making Addenda and Amendments to the Law On Bankruptcy” and “On Making Addendum to the RA Law On Compulsory Enforcement of the Judicial Decrees.”
The draft law “On Making Addenda to the RA Law On Food Securty” submitted by the NA deputies was also debated in the first reading procedure.
The RA Minister of Finance Vache Gabrielyan submitted to the legislators “On Making Amendments and Addenda to the RA Law On Auditory Activity” and “On Making Amendments and Addenda to the RA Law On Licensing” for passing in the second reading and completely.
The RA Deputy Minister of Finance Suren Karayan submitted for debate the agreement (with enclosed protocol) “On Excluding the Double Taxation and Preventing the Evasion of the Taxation between the RA Government and the Government of the Republic of Cyprus signed in Nicosia on January 17, 2011.”
The conclusion of the Standing Committee on State and Legal Affairs of the RA National Assembly “On the Events Occurred in the City of Yerevan on March 1-2, 2008 and the Inquiry of Their Reasons and the Monitoring of the Procedure of the Implementation of the Proposals Included in the Conclusion of the RA National Assembly Ad-hoc Committee” was debated. The Committee Chairman noted that by the RA President’s assignment the examination of the March 1 case was continued by the law-enforcement bodies and the proofs were re-evaluated.
The bill “On Making Addendum to the RA Law On Excise Tax” aubmitted by the NA deputies was debated in the first reading.
The package of bills “On Making Addenda to the RA Law on Mainetenance of the Atmospheric Air” and “On Making Addenda in the RA Code on Administrative Infringements” was also debated in the first reading.
The draft law “On Amending the RA Law On Protection of the Inner Market” was debated in the second reading and completely.
At the end of the day the National Assembly by voting passed all the bills debated during the sitting. The parliament passed the NA draft decision with 76 for, 12 against and 1 abstained vote correlation “On Approving the Annual Report of Execution of the RA 2010 State Budget.”
AT the end of the sitting the NA Speaker Hovik Abrahamyan said that the NA draft decision On Announcing Amnesty on the Occasion of the 20th Anniversary of the Declaration of the RA Independence had been in the RA Official Bulletin and had entered into force from the moment of publication.
Under the sounds of the RA anthem the National Assembly ended the work of the ninth session of the fourth convocation of the National Assembly.
